It consists of tea, milk, sugar, tapioca flour (to make the tapioca balls, solid bubbles), and sometimes syrup, honey, fruit, cream, and ice.

Why can you drink a drink but not eat an eat?

Answer

A drink has two meanings, one is noun and the other verb. For example, “drink water” and “drink of water” both make sense. But, eat is only a verb! Eat does not mean food. Examples: “eat food” makes sense but “eat of food” does not.
